Low productivity at Kochi port stevedoring company annoyed

The drop in productivity at the container terminal of Kochi Port has become a matter of concern for the stevedoring company engaged in the lashing and unlashing of containers on board ships. The company has sought immediate revision of rates for the job.

The stevedoring company has already sent a notice to the Cochin Steamer
Agents Association stating that the productivity in the terminal since
April 2010 was only 85 moves per gang against the minimum productivity
of 100 moves per gang as guaranteed. The rate fixed for doing the work
was in the range of Rs 290 per box until the shifting of terminal
operations to the upcoming Vallarpadam container terminal, says the
notice.

According to the notice, lashing and unlashing of container
vessels is controlled by the terminal operator and not the stevedoring
company. Moreover, frequent equipment failures and congestion had
affected the work. The company said it had incurred significant losses
over the last four months on account of this and requested the Steamer
Agents Association to revise the rates as per the average productivity
achieved and allow certain margins to overcome the loss incurred so far.

Lashing
of containers is the job of securing the boxes on the deck of the ship
so that the stack does not get disturbed during the voyage. Unlashing is
carried out to remove the lashing when the ships berth on the terminal
for discharging containers.

Trailer operators’ charge

Meanwhile,
trailer operators have also complained of delays inside the terminal on
account of congestion and equipment shortage that had resulted in slow
movement to and from the terminal.

Earlier, there were separate
queues at the terminal gate for moving empty containers out for storage
and for taking in/out boxes for stuffing and de-stuffing operations.
This had facilitated faster movement and avoided congestion inside the
terminal, especially at the entry/exit gates, and also on the roads, the
operators said.

They complained that the decision arrived during a
meeting of port users, Customs and port officials two years ago to
permit separate gate for the movement of empty containers from the
terminal had not yet been implemented. In addition to this, the terminal
operator was taking no steps towards sufficient equipment for container
handling inside the terminal because of the imminent shifting of
operations to Vallarpadam, they said.

The operators have urged the
terminal operator to take steps at the earliest to remove difficulties
faced by them for smooth movement at the terminal.
